1. Rationale

Changes have been made to F2321 dealing with the addition of procedures for testing Rigid by-pass jumpers. This request came from customers for information on how to test the Rigid By pass jumpers, as a result a task group was formed in F18.45 and the revision that follows is a result of the TG efforts. We would like to get these changes into the standard and then we will roll in the test criteria at a later date.
