1. Rationale
A change for revising the procedure to approving IRM oils/fuels was discussed and approved by a voice vote in the D.11 ad hoc committee on IRMs and the subsequent meeting of D11.15 in New Orleans. This revision will include an addition to the scope section of D471 that will require any change to the specifications of an IRM oil/fuel be balloted. Additionally, it will require that approval of a new batch of an IRM oil/fuel also be balloted.
