1. Rationale

ASTM D7547 was originally proposed to Subcommittee J.02 on Aviation Gasoline in June 2008 as a stand alone specification for unleaded gasoline, at the behest of U.S. Department of Defense (DoD) in order to enhance specific military acquisition and usage needs. The specification currently contains one grade of fuel, designated as UL 91, corresponding to the Motor Octane Number (MON) determined to be sufficient for tactical military operations. There has been subsequent concern that the UL 91 designation may cause some confusion in the marketplace with existing commercial grades of unleaded aviation gasoline produced by Hjelmco Oil (trademarked as AVGAS 91/96 UL and AVGAS 91/98 UL), which could lead to flight safety issues. In order to prevent potential marketing and operational conflicts, it was agreed within SC J.02 to ballot a redesignation of the existing UL 91 grade to a term distinctly different from the Hjelmco Oil products: NLA (an abbreviation of Non-Leaded AVGAS). The nomenclature used to designate fuels in ASTM specifications does not affect the ability of U.S. DoD to procure and manage the fuels in its distribution system, as it uses a specific coding system for commercial and military grade fuels for standardized identification.
