1. Rationale
Subcommittee J authorized this ballot at the request of an airline member. The concern expressed by the airline is that commercial airports have little flexibility to mitigate Incidental Materials that exceed accepted levels so it would be preferred to establish that Incidental Materials comply with Table 3 before the fuel is supplied to a commercial airport.
