1. Rationale
D 16 voted to ballot D7185 to bring it up to date with the D 16 editorial guidelines by adding a new water method to the specification. According to D16s editorial guidelines: Comments about Specifications 1. All standards that have full precision statements and are adequate for measuring a specification shall be included as alternate methods for each property. Standards that are less than five years old that do not have a full precision statement may also be included as alternate methods. Determination of whether a method is adequate is up to the subcommittee. 2. Non D16 standards will not be included in D16 specifications if an adequate D16 method is available. Unquote. D4017 and E1064 are methods for the measurement of water with a sufficient precision statement to be included for use. Since the methods within the jurisdiction of D16 do not have sufficient precision and reproducibility measurements these methods will be included. To be clear, D4017 and E1064 are to be added to the specification without the intention of calling them replacements of other methods in the specification.
