1. Rationale
Throughout the document the terms should and shall are used frequently. This work item is to conduct a close review of the places where these terms are used with the objective being to strengthen the document as much as possible by using shall (which makes the item mandatory) instead of should (which makes the item a recommendation) wherever possible.
