1.Scope 1.1 This practice establishes options for conformity assessment requirements that relate to personal protective equipment (PPE) end product specifications. This practice is intended to be used as a consistent framework when defining conformity assessment requirements in a companion ASTM Practice document related to an end product specification, or conformity assessment requirements stated in an end product specification. 1.2 This practice defines options for conformity assessment consistent with the U.S. HHS NIOSH National Framework for Personal Protective Equipment Conformity Assessment Infrastructure as a means to manage the defined hazards and risk to wearers of non-conforming PPE. 1.3 This practice defines hazard outcomes and risk for which a conformity assessment scheme can be developed. 1.4This practice provides writers of end product specifications a means by which conformity assessment requirements can be defined to mitigate the risk of the hazard. 1.5 The level of rigor and independence of the conformity assessment activities can vary from a declaration of conformity provided by a supplier, to a conformity assessment scheme in which the same product requires independent testing, certification, and other requirements. 1.6 It is not the intent of this Practice to prescribe any particular model of conformity assessment for any product. The level of rigor and independence in a given conformity assessment program is to be determined by a conformity assessment program scheme owners or the end product specification writers, and should be based, at a minimum, on the criteria contained in Section 4 of this document. 1.7 This practice is not intended to require the addition of conformity assessment requirements to any end product specification. 1.8 This practice is not intended to supersede any federal, state or local laws or requirements for product certification or evaluation. 1.9 This practice does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this practice to establish appropriate safety and health practices and determine the applicability of regulatory limitations prior to use. 1.10 This practice is intended to provide consistent language related to conformity assessment activities and requirements in a companion ASTM Practice document related to an end product specification, or conformity assessment requirements stated in an end product specification.
ASTM Committee F23 has identified the need for a product conformity assessment requirement that could be included in a product standard or be a companion conformity assessment requirements standard. This proposed practice will provide a decision process for the conformity assessment scheme owner in selecting the appropriate level of conformity assessment based on hazard outcomes and risk of non-conformance.
