1. Rationale
With regard to Section 7.1 which requires the Laboratory Manager/Supervisor to have 5 years engineering or scientific experience in the inspection and testing of soil and rock even if the person is a PE. Consider revising to remove the experince requirement if the person is a PE or liscensed professional.
