1. Rationale
Modify Section 1.4 of the standard. D3740 is not applicable to all standards covered by D18 as stated in the section. D3740 should apply only to test methods and those standards which produce test results and are referenced by the test method and Sections 7.2/7.3/7.4: revise requirement that the written certification exam shall cover at least 5 test methods listed in ASTM Volumes 4.08 and 4.09. Some technicians may only perform one or two key tests on a regular basis. Prepare ballot to eliminate the requirement, or allow for exceptions when appropriate.
