1. Rationale
A definition for permeable unit pavement system was approved on Main Ballots C 15(09-02) #21. A negative voter noted: In this definition and subsequent language the type of drainage medium beneath the pavers is assumed to be an open-graded gravel. This is short-sighted and does not allow for alternate media. Instead, we should keep the language performance based. That negative was withdrawn with the assurance that a new ballot item to include these concerns would be issued. This is second attenpt to revise the definition.
