1. Rationale

Update the scope to meet the requirements of the ASTM Form and Style manual. It is proposed to make this a Solely SI standard or an ASTM standard in which only rationalized SI units are cited; inch-pound units are not provided in the standard. Add note to scope regarding notes and footnote as per D04 Policy statement 06-01 Work on P&B statement as well as ruggedness procedures study add delta 25 measurement
