1. Rationale
A task force has been reviewing the current version of D 4806. An initial draft version of the update was distributed to D02.A members ahead of the June 2009 meeting in Norfolk, VA. At that meeting a report was given on the overall update and many of the modifications in the draft were described. The task force requested comments from all interested parties. A motion was passed at that meeting for the task force to consider all comments and develop a final version to be balloted before the December meeting. This ballot is the results of the task force efforts. The full version of the proposed D 4806 for this ballot begins on page 3.
