1. Rationale
The subcommittee felt the seat tilt test was not performing as expected. For some models of this type of activity center the highest use position may not be the position in which failure is most likely to occur, and that a lower adjustment position might actually be the position in which failure is most likely to occur. It was agreed by the subcommittee that this section should be revised to state that testing should be conducted with unit in the position most likely to cause failure. The subcommittee also agreed to a change in the test method to accommodate more than one seat facing position (for example, rotating seats).
