1. Rationale
Revision to 5.10 Toys. Changes as agreed upon by the subcommittee to exempt toy mobiles that attach solely to a swing from the labeling requirements in ASTM F963 Section 5.6.2 and 6.3 The subcommittee offers the following rationale: The original intent of F963 Section 5.6.2 and 6.3, in specifically mentioning cribs and play yards, was to exclude infant swings from the mobile marking requirement. Labs have erroneously applied this requirement to infant swings. This revision is to make it clear that the intent was never to apply this to infant swings. Swing occupants who are restrained are not at risk from mobiles. The mobile is still required to meet the requirements of F963 section 4.14 for cords, straps, and elastic. Entanglement hazards are being addressed in event that the child is able to interact with the mobile.
