    This standard is being balloted for withdrawal with no replacement because The D04.43 Subcommittee has been operating without a formal Subcommittee Chairman for sometime. At their December 2008 meeting, the D04.90 Executive Subcommittee expressed concern about the apparent lack of interest in the continued productive operation of D04.43 and the continued maintenance of the existing D04.43 standards by the subcommittee membership. In January 2009, ASTM staff sent an email to the entire D04.43 Subcommittee soliciting volunteers interested in serving as the chair and/or technical contact for each of the five standards. Not one reponse was received. Therefore, at the D04 June 2009 meeting in Vancouver, the Executive Subcommittee directed staff to place all D04.43 standards on concurrent ballot for withdraw. If the withdraws are approved, the D04.43 Subcommittee will be disbanded. If you are interested in volunteering to serve as the D04.43 Subcommittee Chairman, please vote negative and indicate this in your negative vote. As a Subcommittee Chairman, you will be responsible for ensuring that the standards (listed below) under the jurisdiction of the subcommittee are reviewed and balloted for approval according to the ASTM 5 year cycle. We would also ideally like the Subcommittee Chairman to attend the twice per year (June and December) meetings. If attending meetings is not possible, we could make accommodations to overcome this obstacle (such as holding virtual meetings rather than holding face-to-face meetings).
