1. Rationale
Provides additional guidance with regard to performing the hazard assessment of a scooter deck which has been permanently deformed. Application of the brake requirement revealed that this requirement is overly stringent and the 1/4 in. travel is difficult to accurately measure. This may result in some manufacturers simply eliminating the brake instead of meeting this requirement. The load distribution was not specified which resulted in variability in the testing. The wooden block has been introduced to ensure consistency in the way the test is performed. This is the same wooden block that is specified in the static load deck test in section 7.2.1.
