1. Rationale

ASTM C-495 passed a subcommittee ballot C09.21 (11-01) on March 7, 2011 by a vote of 23 to zero with 12 abstaining. One negative was submitted that was withdrawn on April 23, 2011. Comments were also submitted and are included in Draft 8 of this document. The original intent of this standard revision was to improve test procedures and to add dual units. This 8th draft is being submitted for concurrent full committee ballot.
