1. Rationale
The F15.17 Subcommittee on Carriages/Strollers discussed and agreed to the following ballot item to clarify the point where the crotch strap comes out of the seating surface in relation to the test cylinder as a revision to sections 6.4.6.3, 7.5.4.5 and the caption of Figure 14 of F833 Standard Consumer Safety Performance Specification for Carriages and Strollers. The real concern is the point where the crotch strap comes out of the seating surface in relation to the test cylinder. The crotch strap anchor point is irrelevant as it can be any where on the unit, even forward of the crotch strap slot in the seating surface.
