1. Rationale
In October 2008, an update to D975 was published that permits up to 5% biodiesel meeting D6751-08 in D975 for both No. 1 and No. 2 grades in D975. It is a common practice to blend No. 1 and No. 2 grades together in cold weather and adjustments to the values for viscosity, flash point and T90 for the No.2 grade were recently made for D975 in order to insure the finished blends would fall within the limits allowed by No. 1 and/or No. 2 fuels. A similar situation with biodiesel has been found and presented to Subcommittee E with blends of No. 1 grade and biodiesel for the T90 value of No. 1 fuel, although this situation is not specifically related to cold weather operations. This ballot item proposed a change to biodiesel section of D975, Section 7 Requirements, to adjust the T90 for No. 1 grade to performance values allowed in No. 2 grade when biodiesel is blended with No. 1 and provided the diesel fuel oil meets it T90 for No. 1 prior to being blended with biodiesel.
