1. Rationale
Subcommittee D13.59 voted at the ASTM Committee meetings in Atlanta, Georgia, on January 27, 2009, to revise Section 6 in terms of the felt sleeves and type of illumination used in the apparatus for evaluation. Proposed changes were balloted as Work Item 23843, Concurrent Ballot D13 (09-01). No negatives were received related to updating the specifications for the felt sleeves. Negatives related to illumination were received and were considered persuasive. To insure timely revision of the specifications for the felt sleeves, Section 6.1.2, is being reballoted as follows per unanimous vote of D13.59 Subcommittee members, in Vancouver, BC, June 16, 2009.
