    1. Rationale

    The 4 & 8 Mesh Precision Task Group of D05.21 has been charged with the task of developing precision statements for 4 & 8 mesh splits by standards under jurisdiction of Sub 21 through the use of a comprehensive Inter-Laboratory Study (ILS). This work item pertains to ASTM D5865, Standard Test Method for Gross Calorfic Value of Coal and Coke. The ILS will also confirm the present -60 mesh precision statements for D 5865. The precision and bias of other test methods under development (e.g. Microwave ADL) may also be evaluated. The ILS will involve as many as 25 US and international laboratories analyzing approximately 25 US and international coals and cokes covering the full range of coal ranks. Samples will be distributed to participating laboratories over an extended period of time in groups of similar rank in order to not overload the normal sample capacity and resources of the laboratory. Sample will be analyzed within an assigned timeframe to minimize the effects from oxidation and / or moisture loss. Each participating laboratory will receive one 4 kg 8 mesh split and two 4 kg 4 mesh splits of each sample. The samples will be divided, air-dried and reduced in accordance with ASTM D 2013, Standard Practice for Preparing Coal Samples for Analysis. Specific sections of D 2013 require air-drying the sample prior to subsequent reduction. Procedures for air-drying and air-dry loss determination are provided in ASTM D3302, Standard Test Method for Total Moisture in Coal. The protocol for sample division and reduction to -60 mesh will result in 32 individual analysis samples for each split received. The following analyses will be performed on each of the aforementioned 60 mesh samples. Residual Moisture by either one of the following test methods ASTM D 3173, Standard Test Method for Moisture in the Analysis of Coal and Coke ASTM D7582, Standard Test Methods for Proximate Analysis of Coal and Coke by Macro Thermogravimetric Analysis Ash by either one of the following test methods ASTM D3174, Standard Test Method for Ash in the Analysis Sample of Coal and Coke from Coal ASTM D7582, Standard Test Methods for Proximate Analysis of Coal and Coke by Macro Thermogravimetric Analysis Note. Laboratories choosing to use D7582 for the moisture analysis would presumably use the same test method for ash.
