1. Rationale

Change in Title Section 1.2 Adding prescribed Blue Book verbiage. Note 2 Deleting as AASHTO PP5 was withdrawn several years ago. Section 2, Section 7.1 and Table 1 Updating references to ASTM Standards that were provisional at the time of publication.
