    New Practice for Development of Product Category Rules for Use in Development of Environmental Declarations for Building Products and Systems

    1. Scope

    1.1 This practice is for the development of consistent product category rules (PCR) that can be used by Type III environmental declarations program operators to develop business-to-business (cradle-to-gate) and business-to-consumer Type III environmental product declarations (EPD) for building products and systems. Product category rules provide a set of specific rules, requirements, and guidelines for developing EPD and specify the underlying requirements of the life-cycle assessment (LCA). 1.2 Only environmental aspects of sustainability are addressed in this practice. The social and economic aspects of sustainability are not addressed in this practice. Environmental aspects determined in accordance with this practice are intended to be combined with economic and societal aspects in LCA modeling. This practice does not preclude the inclusion of social and economic aspects of sustainability in product category rules. 1.3 Units-The values stated in SI units are to be regarded as the standard. No other units of measurement are included in this standard. Energy shall be expressed in megajoules and mass shall be expressed in kilograms. 1.4 This standard does not purport to address all of the safety concerns, if any or other product related concerns covered by product legislation associated with its use. It is the responsibility of the user of this standard to establish appropriate safety and health practices and determine the applicability of regulatory limitations prior to use.

    Rationale: The market is demanding more information and documentation related to sustainable marketing claims as evidenced by the development of ISO 21930 and the Federal Trade Commissions reexamination of the Green Guides. This proposed standard would establish basic requirements for environmental declarations associated with building products and systems and is intended to address the markets need for consistent communication of enviromental data related to sustainable building products. This standard would be used by all stakeholders generating environmental product declarations and those using environmental product declarations to make product decisions.
