1. Rationale

To harmonize with CPSC, allow clearance under the seats, restrict users from accessing seat without assistance. We need to draw the line for exemptions to requirements in Section 6. Many conditions have been identified as hazards yet are not realistically accessible by users. Primarily, our F1487 Standard and other playground Standards have identified the 84 inch distance to determine what is exempt as noted;
