1. Rationale
Due to an administrative error during the balloting process, D3884-07 does not reflect all changes previously approved. The sole purpose of this ballot is to replace the current version with the intended version. The following revision to D3884 incorporates and compiles the technical changes that were previously approved and agreed to on the previous two ballots. The changes that appear in red strike out and underline were approved by the subcommittee on D13 (07-01) and the changes that appear in blue strike out and underline were agreed two on D13 (07-03).
