1. Rationale
During the balloting of D 7430, there was a negative vote regarding Table 2 - which specifies the required minimum number and mass of primary increments based on top size and whether a coal is raw or mechanically cleaned. The negative vote was based on the choices in Table 1 being too limited. As D 7430 was mainly a reorganization of other ASTM standards regarding mechanical sampling into one document, the negative vote was withdrawn based on the TGs consensus that a thorough review of Table 2 would be a significant improvement to D 7430.
