1. Rationale

Remove nearly all references to C78 throughout the standard as C78 is at best weakly related to C1609 and causes confusion in readers minds in terms of test setup. Requirements for the testing apparatus for the C1609 test are much more rigorous compared to the requirements for the C78 test since the load has to be measured up to net deflections of span / 150. To further standardize the testing equipment and reduce the variability, a maximum limit on the width of the reference bar on top of the specimen for measuring the net deflection is introduced as well as some additional requirement for the testing machine and operators. Fig.1 is being replaced with a schematic drawing since the current Fig. 1 appears to show rollers in grooves, which violates one of the requirements for the test set-up.
