1. Rationale

Within this existing specification standard are three test methods whose sections, 5.1.1, 5.1.2, and 5.3 are being revised. The revisions for sections 5.1.1 and 5.3 are to improve the description of the current test. The test method of Section 5.1.2, the Roll Over structure test, has been changed. A section on Precision and Bias has been added to address proper form for an ASTM Specification standard containing test methods.
