1. Rationale
January 31, 2008 In 2006 the D03.01 committee recommended a revision to ASTM D5287 that would make the document more generic and applicable to a broader range of gaseous fuels than specifically natural gas. The rationale for this was two-fold. (1) Recent revisions to Natural Gas Standards API 14.1 and GPA-2166 meant that investigations leading to a major revision of D5287 would require a large financial commitment from either ASTM D03 membership or general industrial stakeholders. Even if that commitment was realized, it would likely duplicate the work that has already been established. (2) D03 needed a more generic standard that could meet other needs of a broader set of stakeholders in the gaseous fuels industry and a revision of D5287 could meet that need. The D03 Main committee concurred with that assessment and the work was begun. That work has been finished and D03.01 is submitting this document for concurrent D03.01 Ballot and D03 Main Ballot consideration. The entire document is being submitted for ballot and review with the noted changes.
