1. Scope 1.1 This specification establishes minimum performance criteria for firmness and stability on surfaces used under and around playground equipment, in order to assess accessibility. This specification applies to all types of materials that can be used under and around playground equipment. 1.2 The measurement of these performance criteria for firmness and stability is accomplished by using test equipment entitled a rotational penetrometer. 1.3 The measurement is conducted in the field, on an installed playground surface under and around playground equipment, by a trained operator. 1.4 This specification is intended to be applied to those portions of the playground surface that are required to meet accessibility criteria. 1.5 The material under and around playground equipment that meets this specification shall also be required to comply with Specification F 1292 if the surface is within the use zone or the fall zone. 1.6 Compliance with this specification does not imply that an injury cannot be incurred when using a surface system that complies with this specification. 1.7 The values stated in inch-pound or inch units are to be regarded as standard. The SI units given in parentheses are for information only (see IEEE/ASTM SI 10). 1.8The following precautionary statement pertains only to the test method portions of this specification: This standard does not purport to address all of the safety concerns, if any, associated with its use.
