1. Rationale
Over time, use of the current standard has resulted in several questions related to application of test procedures from the standard and has required clarifications and/or interpretations to be provided based on the rationale in developing the standard and the specific design or test condition. These clarifications and/or interpretations were necessary as application to new designs raises questions on how to apply the requirements and to maintain the intended requirement when the rationale is no longer available.
The requirements of Section 6.8 Restraint System has been found to be open to different interpretations relative to the requirement for a crotch belt being required as part of the restraint system if a passive crotch restraint was always present, even when the tray is removed.
After reviewing and discussing the requirements, the committee reconfirmed that the intent of the requirements in the standard were to always require a crotch belt as part of the restraint system in addition to requiring a passive crotch restraint for high chairs with completely bounded openings in front of the occupant created by the tray or other component. The committee agreed that the wording of the standard should be modified to clarify the requirements and eliminate the potential for misinterpretation of the requirements.
