This Guide addresses issues and concerns in developing, managing, and operating an Emergency Operations Center (EOC). This guide is considered necessary given the very special nature of an EOC and the lack of current guidance for the considerations involved in designing, outfitting, and operating an EOC. (For infrastructure issues such as room design and arrangement, ergonomics, displays and other criteria, refer to E54.05 WK(TBD). This guide will be used in the in both the public and private sectors by groups and individuals involved in the ownership, management, or operation of an EOC.
Emergency Operation Centers (EOCs) are key to the management of emergency situations both large and small. There are no existing standards specific to the development and operation of emergency operation centers. A uniform approach to the development and operation of such EOCs will be key to our nation's national response capability.
