1. Scope
1.1 This specification sets forth minimum attributes and reporting requirements of a building that promotes sustainability. The attributes are consistent with the principles described in E2432. Additionally, the attributes are consistent with the Guiding Principles set forth in the "Federal Leadership in High Performance and Sustainable Buildings Memorandum of Understanding" (2006) and mandated for U.S. federal agency buildings per Executive Order 13423 "Strengthening Federal Environmental, Energy, and Transportation Management."
1.2 This specification is primarily applicable to buildings in the U.S.A. but may be used for buildings throughout North America.
1.3 This specification is primarily applicable to new construction but may be used for major renovations and for existing buildings.
1.4 This specification assumes compliance with all applicable regulations.
1.5 This standard does not purport to address all of the safety concerns, is any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety and health practices and determine the applicability of regulatory limitations prior to use.
It is important to understand how buildings perform with respect to the principles of sustainability and to benchmark their progress towards achieving sustainable performance. This Practice highlights ways by which sustainable building practices can be weaved into development practices and create a standard that can be used to evaluate existing rating systems and used to create new sustainable building programs. This Practice provides a methodology of assessing the sustainability of buildings, building elements and site work. Such organization of sustainability attributes can assist decision-making relative to construction, renovation, repair, and maintenance of buildings with the goal of promoting sustainability and sustainable development. The users are: design professionals; contractors and builders; governmental agencies; and developers of green building rating systems.
