GENERAL OVERVIEW
ASTM Committee D08 on Roofing and Waterproofing was formed in 1905. D08 meets twice each year, in June and December, with approximately 85 members attending three days of technical meetings. The Committee, with a membership of about 400, currently has jurisdiction of over more than 150 standards published in the Annual Book of ASTM Standards, Volume 04.04. D08 has 10 technical subcommittees that maintain these standards. These standards have and continue to play a preeminent role in all aspects important to roofing and waterproofing materials and procedures.
ACTIVITIES, PRODUCTS, AND SERVICES
The technical subcommittees of D08 collectively encompass several primary areas: residential roofing, commercial roofing of several different types, bituminous emulsions, and waterproofing systems. The work of the Committee has resulted in more than 150 standards and numerous industry-critical publications such as ASTM Standards Related to Materials, Systems, and Testing for Roofing and Waterproofing.
At any given time, D08 has several ongoing standards activities. Some recent and ongoing development activities include the draft on wind resistance of asphalt shingles (calculation method) being developed by Subcommittee D08.02 on Prepared Roofings, Shingles and Siding Materials, and the draft standards on polyurethane foam for roofing under way in Subcommittee D08.06 on Spray Polyurethane Foam Roof Systems. Subcommittee D08.18 on Nonbituminous Organic Roof Coverings continues work on new standards for nonbituminous organic roof coverings and Subcommittee D08.20 on Roofing Membrane Systems is working on new standards in the area of roofing membrane systems.
In order to continue to promote standards objectives for this industry, D08 uses ASTM’s Virtual Meetings system, in conjunction with conference calls, to accelerate document development and increase participation of their global membership in a real-time format.
D08 conducts symposia at regular intervals. These functions provide a forum for the discussion of current topics for which standardization may be appropriate. The 5th Symposium on Roofing Research and Standards Development was held in 2003. The 6th Symposium on Roofing Research and Standards Development will be held December 2, 2007. Members can participate from anywhere because of ASTM’s customized web-based systems. The best way to contribute as a member is to (1) participate in task group activities that are of interest, both virtually and in person, and (2) vote on ballots and provide feedback and recommendations. To participate in standards activities, start by identifying Work Items of interest by reviewing the List of Subcommittees, Standards, and Work Items on the D08 home page. Contact task group leaders for those areas of interest by reviewing the Work Item summary pages and securing contact information available through the on-line roster in the member area. To make the most of your voting and participation, be sure to stipulate which specific subcommittees you wish to participate in when you join. You will then receive notices of ballots that open within these groups.
To promote standards objectives for this fast-paced industry, C01 uses ASTM’s interactive media. This approach includes our web-based Interactive Forums, a document review and development system always available for capturing comments and maturing documents. Additionally, the Committee conducts virtual meetings in conjunction with conference calls to accelerate document development and increase participation of its global membership in a real-time format.
STAKEHOLDERS
This Committee is largely composed of producers, practitioners, regulators, associations, and consumers. Producers are generally those individuals or companies that manufacture products in any given area of standardization by the Committee. Examples include material production such as asphalt and polymers, or finished-product manufacturing such as shingles and underlayments.
Regulators refer to any representative from a government agency, whether state government, National Institute of Standards and Technology (NIST), or a building code body. These stakeholders are important to the forum, as they are often the largest users of standards; they usually represent entities to which the industry looks for guidance and information on product acceptance.
Users may include various providers of services, such as mechanical testing for the materials, or even practitioners who may be architects, contractors, or other construction industry professionals who provide valuable in-the-field information about the use and effectiveness of standards. Additionally, organizations such as the International Code Council, Underwriters Laboratories (UL), FM Global, and the National Roofing Contractors Association (NRCA), among others, participate to ensure that the needs of their respective constituents are being met and offer tremendous support to the Committee by sharing information and other resources.
RELATIONSHIP WITH INDUSTRY, GOVERNMENT, AND REGULATION
The standards of Committee D08 are used as the basis for regulation in many countries, including China, Latin America, and the United States. These documents are critical to building performance because they ensure the safety and performance of roofing and waterproofing materials and systems. Regulations typically will reference D08 standards as acceptable methods of test, material specifications, and/or operational guidance as may be required for regulatory compliance. Particularly in the case of construction materials, a manufacturer’s declaration of conformance to standards recognized by a regulatory agency can accelerate the acceptance and use of their product because it is presumed to conform to the law or regulation that references the standard.
D08 standards may also be used for engineering design, with companies relying on material specifications and performance requirements as benchmarks to be achieved by their products. The standards facilitate communication with suppliers for the purposes of material procurement or product requirements. Independent laboratorial studies and universities use them for standard protocols, and manufacturers are able to rely on them for protection in product legal cases.

D08 has working relationships with many organizations, including NIST; the National Research Council (Canada), UL, FM Global, NRCA, the U.S. Army, the China National Waterproof Building Materials Industry Association, and many building code bodies.
