GENERAL OVERVIEW

ASTM Committee D01 on Paint and Related Coatings, Materials, and Applications was formed in 1902. D01 meets twice a year, in January and June, with about 125 members attending over three days of technical meetings. The Committee, with a membership of approximately 625, currently has jurisdiction over 635 standards, published in the Annual Book of ASTM Standards, Volumes 6.01, 6.02, 6.03, and 6.04. D01 has 30 technical subcommittees that maintain jurisdiction over these standards. Information on this subcommittee structure and D01’s portfolio of approved standards and Work Items under construction are available from the List of Subcommittees, Standards, and Work Items below. These standards continue to play a preeminent role in all aspects important to the industry, including classification, sampling, preparation, components, application, analysis, quality assurance, and end-use performance requirements.

ACTIVITIES, PRODUCTS, AND SERVICES

The technical subcommittees of D01 encompass five primary areas:
  • Testing and analysis,
  • Paint and related coating materials (components),
  • On-site applied paint and related coatings,
  • Factory applied paint and related coatings, and
  • Paint application.

The area of testing and analysis addresses standards for all aspects of evaluating materials, including physical testing, chemical analysis, accelerated testing and biodeterioration. The paint and related coating materials area (components) focuses on pigments, solvents, hydrocarbon resins, and ink vehicles. Standards in the on-site applied paint and related coatings area include: architectural, traffic, marine, and industrial coatings. The area of factory applied paint and related coatings comprises powder coatings, coil coated metal, printing inks, and artists paints. Standards for paint application include paintbrushes, rollers, and evaluation of their effectiveness.

At any given time, D01 has dozens of ongoing standards activities.  Some recent and ongoing standards development highlights include:

  • D 3359, Test Methods for Measuring Adhesion by Tape Test, revised by Subcommittee D01.23 on Physical Properties of Applied Pain Films;
  • D 7396, Guide for Preparation of New, Continuous Zinc-Coated (Galvanized) Steel Surfaces for Painting, developed by Subcommittee D01.46 on Industrial Protective Coatings; and
  • D 7358, Test Method for Water Content of Paints by Quantitative Calcium Hydride Reaction Test Kit, developed by Subcommittee D01.21 on Chemical Analysis of Paints and Paint Materials.


PARTICIPATING AS A MEMBER ON THE COMMITTEE

ASTM Membership is $75 (USD) a year. Members receive a volume of the published standards of the Committee.

Members can participate from anywhere because of ASTM’s customized web-based systems. The best way to contribute as a member is to (1) participate in task group activities that are of interest, both virtually and in person, and (2) vote on ballots and provide feedback and recommendations. To participate in standards activities, start by identifying Work Items of interest by reviewing the List of Subcommittees, Standards, and Work Items on the D01 home page. Contact task group leaders for those areas of interest by reviewing the Work Item summary pages and securing contact information available through the on-line roster in the member area. To make the most of your voting and participation, be sure to stipulate which specific subcommittees you wish to participate in when you join. You will then receive notices of ballots that open within these groups.

STAKEHOLDERS

This Committee is largely composed of whole paint producers, component producers, testing laboratories, associations, and government representatives. Whole paint producers are companies that manufacture the final products in any given area of standardization by the Committee. Component producers include the manufacturers of materials for whole paint production. Testing laboratories provide insight on refining test methods and changing specifications to meet product performance. Professional association representatives participate to ensure that the needs of their respective constituents are being met and offer support to the Committee by sharing communication avenues and other resources. Government representatives provide research and development for evaluating materials and products.

RELATIONSHIP WITH INDUSTRY, GOVERNMENT, AND REGULATION

Committee D01 standards are used for evaluating paint and related coatings in many countries, and the documents facilitate communication among producers, users, testing laboratories, and customers in material procurement and product requirements. Manufacturers, independent laboratories, and government agencies use these standard protocols for evaluating paint properties and conducting research and development.

In the United States, the U.S. Environmental Protection Agency regulates volatile organic compounds. Numerous D01 standards are referenced in regulations as acceptable test methods that may be required for regulatory compliance.

Key Organizations

D01 has working relationships with the Federation of Societies for Coatings Technology (FSCT) and the National Paint and Coatings Association (NPCA). FSCT and NPCA work with ASTM to ensure that industry representatives participate in the standards development process and that the resulting documents reflect their membership’s needs.

ISO TC 35

ASTM International Committee D01 coordinates with the International Organization for Standardization (ISO) during the standard development process for paint and related materials, and users rely on standards from both ISO and ASTM International. This situation necessitates that industries, through ASTM International, have a strong voice in ISO in order to coordinate the global work of these two standards bodies. Much of this effort is focused on ensuring that there is no duplication of internationally accepted standards already in existence. Within Technical Committee 35 on Paints and varnishes, D01 holds the U.S. Technical Advisory Group (TAG) for Subcommittee 9 on General test methods for paints and varnishes, and Subcommittee 10 on Test methods for binders for paints and varnishes.

In order to continue to promote standards objectives for this fast-paced industry, D01 fully utilizes ASTM’s interactive media. This includes our Interactive Forums, a document review and development system always available for capturing comments and maturing documents. Additionally, D01 conducts virtual meetings and conference calls to accelerate document development and increase participation by their global membership in a real-time format.
